Hovhannes Katchaznouni was the first prime minister (1918-19) of the short-lived Armenian state following World War I. It is useful to turn to his April 1923 address to the Armenian revolutionary and nationalist Dashnak party congress, held in the Romanian capital of Bucharest. While not gainsaying "this unspeakable crime ... the deportations and mass exiles and massacres which took place during the Summer and Autumn of 1915," [31] Katchaznouni's speech constitutes a remarkable self-criticism by a top Armenian leader. No wonder that many Armenians have done their best to remove this telling document from libraries around the world. It is, therefore, useful to cite what Katchaznouni had to say at some length:

Following an understanding reached with Ottoman representatives, Britain drew up an emasculated version of Article 16 to replace the original, a clause that retained the call for reforms, but omitted any reference to the Russian occupation, thereby dispensing with the principal guarantee of their implementation. Despite an ambiguous reference to great power supervision, the clause failed to offset the removal of the Russian guarantee with any tangible equivalent, thus leaving the timing and fate of the reforms to the discretion of the Sublime Porte. [30] :38–39 The clause was readily adopted as Article 61 of the Treaty of Berlin on the last day of the Congress, to the deep disappointment of the Armenian delegation.

We may examine representative incidents by following the geographic route of European settlement, beginning in the New England colonies. There, at first, the Puritans did not regard the Indians they encountered as natural enemies, but rather as potential friends and converts. But their Christianizing efforts showed little success, and their experience with the natives gradually yielded a more hostile view. The Pequot tribe in particular, with its reputation for cruelty and ruthlessness, was feared not only by the colonists but by most other Indians in New England. In the warfare that eventually ensued, caused in part by intertribal rivalries, the Narragansett Indians became actively engaged on the Puritan side.

Still, understanding the complexities, this book will be skeptical of governments and their attempts, through politics and culture, to ensnare ordinary people in a giant web of nationhood pretending to a common interest. I will try not to overlook the cruelties that victims inflict on one another as they are jammed together in the boxcars of the system. I don't want to romanticize them. But I do remember (in rough paraphrase) a statement I once read: "The cry of the poor is not always just, but if you don't listen to it, you will never know what justice is."
